Civil Service decentralisation: reality or rhetoric?

The article looks at the human resource implications o the establishment of agencies and the extent to which the `freedoms" are rhetoric or reality. It concludes that, although developments have so far been steady rather than dramatic, there is clear trend towards breaking up the unified civil service, and this can be seen in the pay and personnel management arrangementrs already adopted in agencies. It also concludes that power has started to shift from the civil service unions
