Tin Prachyapruit looks at Thailand's elite civil servants to draw his conclusion about them. He, therefore, addresses his effort to the following issues: (i) efforts of the Thai Government towards encouraging national development, (ii) relevant research findings pertaining to Thailand's elite civil servants' development and professional orientations, and (iii) propositions made on these aspects of the Thai civil servants. He draws data support from empirical research conducted by him before arriving at his conclusion that the elite civil servants were moving towards better development of professional orientation.
