The article in the text f the 1990 Redclifee-Maud memorial lecture created Jointly by the P.A. consulting Group and the RIPA. The article discusses Mrs. Thatcher's `Next Steps' initiative, of which the key proposal was that the executive functions of government should be carried out by clearly designated agencies within the civil service. It was to improve both the quality of services which the government provides to the public and the satisfaction which civil servants can find in their work. Though Fulton report had already recommended many changes in 1968 which could produce a civil service fit for 1990s, but we face other challenges which were not even thought about by the authors of Fulton report.
