Recognizing the importance of problem structuring, researchers, analysts, and policy makers have begun to fucus on problem structuring as one part of policy making. Most of them also agree that problem structuring is at the heart of treating policy problems. This assumption that problem structuring is central to addressing problems in policy is based on evidence that the effectiveness of policy solutions directly relates to the appropriateness of the problem definition upon which the solution implicitly or explicitly is based. The purpose of this essay is to provide an overview of 1. The nature of policy problems; 2. The methodology of problems structuring; and 3. Criteria for evaluating problem structuring.
