"Senior civil servants are a class unto themselves. They have combined as a professional collectivity to redress their grievances, put up a united front and present themselves as a cohesive force. However, they are also a part of the bureaucracy that runs the machinations of the State. Hence they have a dual allegiance and they are caught between two stools. This is a study which sheds some light on the phenomenon and brings out various manifestations of their false consciousness"
