"The paper gives an account of comparative provisions in the conformity legislations of Gujarat and Maharashtra. It does not observe perceptible enhancement of municipal autonomy in the post Seventy-fourth Amendement, through some interesting provision have been made relating to Ward Committees in Maharashtra. By reducing the term of office of President, who also wields executive authority, the very purpose of democratic decentralisation has been defeated. The only redeeming feature, the paper argues, is the provision relating to limiting supersession up to six months only".
