Concerned with the inadequacies inherent in narrow paradigmatic structures of the existing public-policy analysis, which often cause theoretical constraints, the author presents Retrospective Public Policy Model as a viable alternative model. Giving conceptual clarification on (i) conditions and capabilities of the State for autonomous action in public policy-making which characterise the post-War environment, and (ii) the State as a reflexive actor - which are fundamental to her model's conceptual framework, she discusses analytically, with illustrations from Indian State, five propositions, on which the thesis of her theoretical model is based. - Reproduced
