Ethos of planning and plan administration in India - 1997 - p.867-873. - Oct-Dec

Surveying India's Planning experience since independence, the author takes a look at both the macro economic context and the sectoral context in the overall framework of distributive justice, pointing out limitations of top-down (trickle down) approach of planned development. He then discusses the thrust of the Ninth Plan document, through its emphases on empowering PRIs and urban local bodies as per 73rd and 74th Constitutional amendments regarding devolution of all planning functions (including resource mobilisation) to these bodies to enable them to handle efficiently Common Minimum Programme, employment-generating growth, strengthening of infrastructure, improved basic services, and cutting plan administration cost. - Reproduced
