Focusing on the dynamics of politics involved in evolving a reservation policy in Karnataka, the author gives an account of considerations weighing in constitution of various committees/commissions on the subject, their recommendations, and criticism and violent reaction flowing therefrom to make the situation murkier; he also discusses briefly the role of Mandal Commission at the national level in this regard. The author then offers his suggestions for rationalisation of reservation policy to promote positive discrimination. - Reproduced
