Following a discussion on the definition of good governance and rationale and relevance of voluntary organisations, which he terms as `extra governmental organisations', the author presents a case study of one such EGO operating in an extremely backward Block of Gaya (Bihar) which is successfully engaged in providing basic needs to the poor, deprived and exploited Harijans and in that process realising good governance for them without any help from governmental agencies. - Reproduced
