Pointing at neglect of the need for fiscal correction in his study of state finance of Uttar Pradesh, the author identifies its revenue surplus and revenue deficit phases. He then analyses the causes of growing revenue deficit and implications thereof through adopting a functional classification of expenditure. Concerned with decline in tax and non-tax revenue and flow of funds from the Centre, higher consumption expenditure, rising interest liability and their impact on capital budget and development expenditure, he cautions about the State's landing into an emerging debt trap. - Reproduced
