The author focuses on progress of decentralisation in Government of France, a strong votary of centralisation and strong Central government till 1958. He groups discussion in two phases, i.e., pre-1982 phase, when the process started, and post-1982 era, when the reforms not merely got consolidated but even marched further. He discusses briefly the organisation and responsibilities of its three levels - the Commune, Department and the Region - and the Centre-local government relationship and problems of decentralisation. He concludes with a comparison of Indian and French systems, emphasising the need to quicken the path of development through decentralisation. - Reproduced
