With the concept of socialist state yielding space to liberalisation, globalisation and free market competition, the public interface of the welfare mechanism is poised for a qualitative change. This article evaluates the options before public managers in determining relationship with employees, customers, stock-holders, creditors, investors and general public at large. It suggests the ethical standards which should be observed both by government and private organisations. The essay further emphasises that it is ethical and legal responsibility of the Indian state, more than ever before, to protect the people, workforce and its own policies against the MNCs, capital, privatisation and imperfect market forces. - Reproduced
