Micro and small enterprises – Cluster development programme in bankura district, West Bengal: A new horizon for rural entrepreneurship - Man & Development - 42(4), Dec, 2020: p.103-122
The idea of industrial cluster development programme comes to the fore in the latter half of the past decade in continuation of the urge and requirements from both ends of the entrepreneurs and the Government for the restoration, revival and overall development in the MSME. For integrated development of less developed regions, establishment and recognition of micro and small scale family and craft-based industries are very important as these are the mainstay of many rural populations. These industries are found in spatial concentration in a cluster form in rural areas. Aim of the study is to focus on the government’s intervention in developing industries and also focuses on entrepreneurs’ response from govt. interventions. District Industries Centre (DIC) has identified numerous industrial locational concentrations to apply the MSE-CDP scheme to boost up the micro and small traditional and handicraft industries in the district. Various industrial training, awareness programmes for marketing and credit availability, sellers-buyers interactions are some of the positive initiatives that have encouraged men women to come forward under the cluster development programme and recognize themselves as an industrial cluster. But MSE-CDP has not achieved the targeted aims as some barriers and hindrances are present in between government and stakeholders that restrict the scheme to get the maximum achievement. A mixed match method and questionnaire survey have been applied to get the real scenario of present industrial development in the district and the roles of CDP in the study area.- Reproduced
