A composite flood vulnerability index: A district level analysis for Bihar - Bihar Journal of Public Administration - 19(2), Jul-Dec, 2022: p.139-154
A composite Flood Vulnerability Index (FVI) is an integrated index of various indicators, which provides critical value for vulnerability assessment to policymakers and researchers. The FVI includes three major components: exposure (e), sensitivity (s) and adaptive capacity (a) and seven subcomponents: flood frequency, percentage of the total area flooded, average annual rainfall, population density, percentage of the total population under age 0-6 years, literacy rate and Per-capita District Domestic Product (PDDP). The analysis of FVI is based on secondary collected from various sources. The study standardizes each subcomponent and aggregates it into three major components and then applies the Intergovernmental Panel on Climate Change (IPCC) formula (vulnerability = (e – s) × a) to calculate FVI. The finding from the estimated vulnerability index reveals that the districts of North Bihar are more likely to be vulnerable to recurrent floods. Sheohar district is highly vulnerable, due to low adaptive capacity and Patna district is highly exposed to flood but less vulnerable, because it had high adaptive capacity. The study suggests that to reduce risk and vulnerability to recurrent floods there is a need to take mitigation measures such as the implementation of policies which reduce sensitivity and increase the adaptive capacity of the floodaffected districts of Bihar.- Reproduced
