ICET: A promising outlook and underlying involutions - Bihar Journal of Public Administration - 20(2), Jul-Dec, 2023: p.392-402

The paper enterprises to shed light on the centrality of the Initiative on Critical and Emerging Technologies (iCET), the latest element in the scheme of the prospering Indo-U.S. ties and the consequent geostrategic implications of the high-tech cooperation between the two powerful democracies. The critical timeliness of the initiative has been emphasized upon, in the backdrop of an ominous rise of China, which believes in unilateral adventurism and has little respect for global norms. The paper seeks to underpin the far-reaching consequences of an ever deepening cooperation between the two countries, in light of the iCET initiative. We find that it has potential to transmute the whole calculus of Indo-U.S. relations for good, to unprecedented levels. Behind the paced realisation of the initiative, cold strategic compulsions emerge right at the top. It further attempts to establish, how the unravelling of discrete events around the world are continuously pushing the two sides, to focus on their obvious convergences, with sustained ownership and alacrity. The present paper also discusses the different prospects of the unfolding engagement and the associated defining parameters poised to mould the broad contours of global power balance in the 21st century.- Reproduced
