Sixteenth Finance Commission recommendations : How fiscal imbalances have been looked at - Economic & Political Weekly - 61(19), May 9, 2026: p.79-85
The approach of the Sixteenth Finance Commission in addressing the fiscal imbalances, both vertical and horizontal, is examined in this paper. The Sixteenth Finance Commission, while retaining the 41% share of the divisible pool, has attempted certain changes in the formula for inter se distribution of taxes among states, and has not recommended general-purpose grants, commonly called revenue deficit grants, to the states. The paper analyses the Sixteenth Finance Commission recommendations on tax devolution for the states, the non-recommendation of post-devolution grants, the need for an alternative approach to recommend grants under Article 275, and the inclusion of a road map for fiscal consolidation in the Sixteenth Finance Commission report. – Reproduced
