NGOs in Bangladesh have demonstrated that they are capable of development by training, organising and guiding the people. But the regulatory mechanisms have been brought in by the government to check malpractices and fraudulent activities committed by some organisations. The author lays bare the plethora of restrictions and regulation imposed on their working and how it has forced NGOs spend more time in complying with formalities rather than developing and implementing projects.
