The article focuses on the strength and failures of civil services in India. Factors like corruption, lack of motivation and political interference have done much harm to their professional image and impacted their service delivery. Several mechanisms like Central Vigilance Commissioner, CBI and Lokayukta, etc. have not made any perceptible difference. Political leadership, which has become weak, self-seeking and sectarian, is not able to exercise effective control. A wide sense of cynicism towards bureaucracy and politicians has added another dimension to social tensions pervading in various regions. - Reproduced.
