Promoting action by local communities to deal with their own problems, according to their own priorities is not always easy. Local community participation in development has to be genuinely local and directly related to the people. This calls for attention to basic essentials of a true participation of all sections of the society. The political and societal climate must be such that it allows development of individual ideas and prompts a democratic debate in the community. In a large country like ours, where majority of the population is still rural, it cannot be denied that a strong, more competent, more participatory local government appears as one of the most basic pre-conditions for democratisation of the society. - Reproduced.
