The political parties have exposed their total incapacity to build healthy conventions to conduct public affairs, particularly those required for good governance. It is therefore necessary that serious thought should be given, to provide for mandatory consultation with the state concerned in the appointment of a governor for selection to be made out of a panel of names elected by the state legislature and for security of tenure which could be disturbed only by impeachment or any other similar process. - Reproduced.
