The four phases in the development of public administration comprise of an analytical distinction of policies from administration, a science of management that emphasises isolation and analysis of administrative processes, a concrete distinction where focus of public administration is restricted to governmental bureaucracy, and finally a pervasive orientation which seeks the interpretation of politics and administration at all or many levels. The swift and widespread acceptance of the last phase rolled back four to five decades of history during which political science and public administration became differentiated and yet related to a considerable extent. This article presents an alternative and natural way to look at the dilemma of the field of public administration and observes an enriching interdependence exhibited by pure sciences with the applied sciences of its genre. - Reproduced.
