Education, both as perfection of inherent powers as well as the socialisation of the children, is the best investment in future development of individuals and society. A large section of population, deprived of elementary and secondary education, due to lack of access or economic compulsion to earn, is unable to join higher educational institutions. Besides the main stumbling block of resource crunch, the efforts at providing access to education have also to surmount the challenge of equity and improving the quality of education. The efforts at creating additional resources for education sector through private participation have thrown a bigger challenge of quality and affordability. It is imperative here that the governments and their agencies both at the Centre and states rise to the demands of the emerging knowledge society and economy by addressing the core policy issues of equity, access, quality, relevance and participation in higher education system. - Reproduced.
