There are certain grey areas in the institutions of local governance, particularly at Panchayat level where corruption is often rampant. Gram Sabha, if vigilant, can act as a watchdog against corruption. Normally people participate in Gram Sabhas to pursue their personal interests, but in this process of pursuance, they also begin to respond to common problems.
