Summary, etc. This article examines the general perceptions of business toward government purchasing practices and identifies what the private sector regards on the specific shortcomings of these practices. The study is based on the responses of 3, 282 businesses responding to a mail survey. The study covers all sectors and taps the opinions of firms of all sizes and ownership patterns and includes firms that have never done business with government. The research suggests that if public administrators continue to ignore the purchasing function and fail to thoroughly evaluate business perceptions of procurement policies and practices vendor pools will not expand, competition will not increase, and government will not rea
