This article explains, elaborates and discusses the complications and difficulties in defining the term `quality' in general and in particular to the public service. Various mea0ings have been attributed to `quality' but it generally means `excellence'. The writer argues that the term `quality' loses its precision when used in relation with other related concepts such as `quantity', productivity and `efficiency'. Quality has been especially difficult to define in the context of productivity effects in the public service.
