Summary, etc. This article explains, elaborates and discusses the complications and difficulties in defining the term `quality' in general and in particular to the public service. Various mea0ings have been attributed to `quality' but it generally means `excellence'. The writer argues that the term `quality' loses its precision when used in relation with other related concepts such as `quantity', productivity and `efficiency'. Quality has been especially difficult to define in the context of productivity effects in the public service. This is specially so in defining public service output which becomes more amenable to subjective judgements. Reproduced
