Summary, etc. This study argues that legal doctrines are an important analytic tool for assessing how the principals brings about rules to regulate the agents. The article provides an empirical analysis to illustrate how legal doctrine were created in Hong Kongs Court to realign the relationship of principle and agent. There is strong need for bureaucrats to have a sound knowledge of law and to have the law as a support for the legitimacy of public administration
