A Web of laws, regulations, instructions, and guidelines enmeshes the Israeli public offical and presumable creates a normative framework for his activities. The nature of the web is mainly legalistic and technical. It has been patched and re-patched in a long, slow process-which has never been a priority of the date. The Committee for Investigating the Principle, and Standards of Public Officials, both elected and appointed, did important work and its conclusions were intended to form the normative foundations for the shaping ofexamplary Israeli public officials in order to lay the foundations for an efficient public service.
