This articles foucses on the basic problem and weakness of the existing administrative system in Greece, using as a case study the Integrated Mediterranean Programme (IMP) for East Central Greece, whose implementation is on going. Moreover we will investigate the community's contribution to some significant changes in the administrative map of Greece.
