What barriers lie between women and equitable consideration for their promotion within the federal government? Katherine C. Naff contends that although discrimination against women has been illegal in the federal government since 1964, women are still severely underrepresented in managerial ranks. Using a unique dataset compiled by the U.S. Merit Systems Protection Board, the author examines factors accounting for the successful advancement of women and what those factors may indicate about why women have not made more progress.
