In recent years certain countries have waged relentless propaganda war in various international forums against India for alleged violation of human rights by police and armed forces in Punjab and Kashmir although their own records of human rights are not at all satisfactory. There is no denying that violations of human rights by the state apparatus have been taking place in these two states of the Indian federation because of certain practical problems and evil necessities, so common for any democratic system of governance. Nevertheless a powerful monitoring mechanism has been evolved in India, the world's largest democracy, through judicial activism, free press and human rights bodies which provides effective checks and balance on state terrorism. Based on secondary data, public documents, case laws and available literature on the subject, this paper is a modest endeavour to highlight the genesis and growth of terrorism in India, dimensions of the violation of human rights, problems of law enforcement in dealing with terrorist groups and forces, reactions and responses of national and international bodies, official and non-official agencies. |
