With an elaborate discussion on the nature of the institution of civil service, its gradual decline during the decades following Independence causing severe degeneration in Indian public administration, the author comes to focus on the civil service scenario in Uttar Pradesh. He presents a critical appraisal of UP civil service on the basis of an analysis of trends prevailing on IAS's cadre strength, tenures of postings of both IAS and IPS officers under different CMs, and perceptions of people about these officers (including the instances of self-introspection).
