In the current context of globalization of the world economy and the fluidity of cultural frontiers, administrations in all countries are faced with a variety of issues including the ethical problems of administration and good governance. According to the findings of the Civil Service Ministers in 1991, public administrations in Sub-Saharan Africa also have to overcome numerous difficulties caused largely by three factors: the burden of history; demographic and economic constraints; and the unsuitability of administrative structures for their sociocultural environments. Faced with such difficulties, the Ministers cite as a prerequisite for strengthening the rule of law and the credibility of the state, both internally and externally, the setting up of `an efficient administration at the service of citizens which is transparent, predictable and controllable, and served by honest officials'. It deals with theoretical analytical framework and operational aspects of the concepts of responsibility, accountability and transparency within public services, as well as the way they are perceived in the Cameroon sociocultural context. This matrix is then applied to a review of institutional provisions in Cameroon and an analysis of their effectiveness. The conclusion outlines the minimum conditions for successfully implementing measures which have been already introduced or are planned for the future |
