Summary, etc. Abstract: Past United States government policy-making and planning was based almost entirely on domestic rules and conditions. Since the United States was dominant both militarily and economically, other nations were willing to play by United States rules. Today's leaders and planners must address issues for which the international aspects are dominant in a political arena with few clear boundaries of acceptable behaviour and with much diminished United States influence. Much more research is needed to explore the nature of the changes in the policy-making environment and conditions and to continue the strengthening of the approaches, methods, information systems and data services that support po
