Abstract: Past United States government policy-making and planning was based almost entirely on domestic rules and conditions. Since the United States was dominant both militarily and economically, other nations were willing to play by United States rules. Today's leaders and planners must address issues for which the international aspects are dominant in a political arena with few clear boundaries of acceptable behaviour and with much diminished United States influence.
