This paper deals with the inefficiencies and ineffectiveness of administration and lack of protection of fundamental rights of citizens, such as, life, liberty, property, and provision of services. This was true nearly two decades ago and there is hardly any change in its magnitude in the 90s. This is so because there is no effort to change the attitude of bureaucracy. The paper argues that this is owing to the ineffective mechanisms of accountability. This is explained through the cases lodged before the Punjab Vigilance Commission (PAVC), Pakistan. The nature of complains dealt by the Commission bespeak of the problem faced by the people. The method of resolution of complains manifest the helplessness of PAVC in instituting change in procedures. The process of executive and the weakness of judicial body is also evident from the study. - Reproduced |
