District Planning Process in the new form started in the state in early eighties, has failed to achieve the twin objective of removal of inter district disparities as well as the peoples participation in need based planning from below. The entire exercise at present is generally guided by the instructions from the State level and there is complete lack of initiative from the P.R. Bodies. Further there seems to be no scope for inclusion of new programmes/schemes which may truly reflect the felt need of the people for want of adequate fund. The non inclusion of members of P.R. Bodies in the District Planning Committee is yet another area of concern even after Seventy Third and Seventy Fourth amendment of the Constitution. Hence it is high time that the entire scheme is thoroughly reviewed in the light of past experience and the Constitutional amendments and the P.R. Bodies are given the sole responsibility of the development of their respective areas as per their requirements then only the objective of the Constitution Amendment can be achieved. - Reproduced |
