Analysing the scope of abuse (also dis-use) of police power, the author takes a closer and critical look on the existing three channels of police accountability in India - i.e., external (judicial review and Public Interest Litigation), internal (departmental inquiry) and other channels (supervision by District Magistrate, civilian bureaucratic control, etc.) - to expose their inadequacies. He then proceeds to briefly familiarise the readers with international (mostly western) practice in this regard with a critique thereon. He concludes by suggesting some lessons that India possibly can draw to its advantage from these models of police accountability. - Reproduced |
