Public administration and services for citizens could be improved by applying information technology. Japanese government has started new projects for establishing an electronic government. Projects for one-stop services by virtual government and inter-ministerial task forces are on the anvil. There are institutional, operational and technological issues in actualizing the electronic government, even though infrastructure has been built.
