Summary, etc Since 2012, the Philippine Civil Service Commission has required all local governments to have a strategic performance management system (SPMS) as a central element of responsible and effective governance. In response, this note considers the SPMS experience of local governments in three cities, with a special focus on the work and rating challenges involved in selected areas of service delivery.
