Corruption is a multidimensional global phenomenon. India has been among worst sufferer of corruption despite a long list of anti-corruption laws and organisations like Lokpal, Lokayukta, CVC, Anti-Corruption Bureau, IB, CBI etc. Corruption in India is not only limited to bureaucracy but spread in political and social spheres also. The cure is not easy. So we need reforms at structural, functional, behavioral and personnel levels. We need to systematically put these reforms in the entire system in a time bound manner. The small procedural measures can take us a long way in our fight against corruption. One solution leading to other, one victory taking to other is the only solution. Once we develop the system to fight against corruption behavioral pattern will follow the footsteps. Without developing a system all reforms will remain a piecemeal approach leading us somewhere but not there where we can win corruption or bring it to lowest level. - Reproduced |
