Proportional representation systems are a common choice in many new democracies. Over twenty established democracies, and just under half of all ‘Free democracies, use some variant of PR. In a young democracy like India where genuine political, social and economic democracy is still distant dream, a government with a brute majority would have developed a tendency to turn authoritarian and dictatorial in nature. Analysis of voting figures shows that if the proportional representation was made applicable in Indian Lok Sabha elections, no party would have formed a government not enjoying big majority would have no option but to run the government with a consensus of representative in the parliament. At least their capability to do harm to the people would have been limited. Given the result of 2019 Lok Sabha elections and tendency of bulldozing of anit-people bills in the parliament a system of proportional representation would have enhance the vitality of Indian democracy. - Reproduced |
