The essence of government and administration of local levels is to ensure effective service delivery to the people or the grassroots. By constitutional designs and norms, governance at this level draws more closely on the reach of the people effective dispensation of this responsibility depends on the coma city, knowledge and expiree of the existing institutional actors and structures.
