Bihar, a populous state of over 100 million, is India’s poorest state with one third per capita income of India as a whole and one fifth that of India’s most prosperous states. Bihar has registered lowest literacy levels and the lowest human development index ranking among Indian states. Dalits representing 15% of overall population of Bihar has remained disadvantaged across many social indicators. The poorest amongst those are identified Mahadalits by the Government of Bihar. This paper examines demographic profile of Mahadalits & their literacy trends in Bihar state. It also attempts to focus upon inclusive development practices launched by Bihar Government under Mahadalit Vikas Misson Schemes.
