Summary, etc Panchayat Raj is not new for India, its history dates back to ancient periods. But it became significant in late twentieth century when people’s participation emerged as the key to success of rural development, particularly in developing countries. India experimented people’s participation for rural development through various institutional arrangements right from Community Development Programme (1952) to the present Panchayati Raj Institutions - PRIs (under the 73rd Constitutional Amendment, 1992) which have been made participatory in structural and functional terms. In the light of the structural changes, it becomes pertinent to measure the nature of participatory functioning of panchayat bodies in facilitating the pace of rural development vis-à-vis vibrant local bureaucracy. As such, the present paper attempts to examine the participation of representatives in various panchayat bodies in terms of nature and affectivity and the behaviour of local bureaucracy in implementation of rural development programmes. Prima facie, on the basis of secondary data, it may be found that the participation of panchayat representatives is more symbolic than self-assertive and substantial. Further, there is scope of overriding role of local bureaucracy, resulting into slow pace of rural development. – Reproduced
