The objective of the new law is to convert imprisonment for minor offences to monetary penalty wherever possible and to rationalise the penalties depending on the gravity of the offences. It is to avoid dragging people to court premises for smaller, or petty contraventions, or unintended violations; instead, the bill provides for monetary penalties and adjudication by authorities other than formal criminal courts. – Reproduced |
