| Summary, etc | Caste census in India has been bone of contention for political parties since independence. The political leaders have been avoiding caste census on behest of the reason that it may cause disorder in society. Another school argue that the prevailing dominant caste order are scared that their privileged social educational and economic status may be exposed. The issues related to socio-educational status of Other Backward Castes (OBCs) have been raised from beginning evident from the setting up of Kaka Kalelkar Committee, Mandal Commission, Mungerilal Commission etc. All these committees had made recommendations on the basis of estimated data, or sampled data or projected data. Bihar took the lead well back in 1978 to introduce reservation of OBCs on the basis of Mungerilal commission. But the voices have been raised for caste census from time to time for actual data on castes and their socio- economic status. In 2011, the exercise was done to conduct caste census but report on the caste census was held back. The census of 2021 could not be conducted. But considering the political and electoral prospects, the Bihar Government conducted the Caste based census survey in 2023. Interesting to note that none of the opposition parties in Bihar openly objected to it. This irks a student of political science to consider whether caste-based census is required for inclusive development or political mileage of the political actors?
