Summary, etc The concept of governance during the 1990s was focused on service delivery as the most important element in the global governance system. The formulation and implementation of the citizen charter, emergence of the concept social audit, e-Governance and Public Service Guarantee Act have transformed the governance structure in India. The Gandhian philosophy of Sarvodaya and its principles provide moral and ethical support for the right to public service act in India. The Government of Uttarakhand has implemented right to public service act in 2011. The primary objective of this act is to provide notified services within stipulated time- frame to the citizen and the resolution of their grievances. This paper will examine the functioning of Uttarakhand Right to Service Act 2011. It will also throw light on how this Act has achieved the goal of citizen centric administration. – Reproduced
