Summary, etc This essay explores the complex interplay between localism and cosmopolitanism–those seemingly opposing forces within civil society, examining both the tensions and the potential for synergy. Localism and cosmopolitanism are not necessarily opposing forces but rather two sides of the same coin. Local communities can be incubators for cosmopolitan values. Our case study of the shadow civil society in Shanghai, for example, shows how community efforts can not only foster local belonging but also promote mutual translation of local best practices and cosmopolitan ideals. Similarly, local social justice movements can connect with global networks promoting good governance, accountability, transparency, and the rule of law. This synergy allows local concerns to find a voice on the global stage and global ideas to be adapted and implemented in a way that respects local contexts.- Reproduced
