Democratic governance is a vital thing for empowering the marginalised and the weaker communities. Among the weaker sections, tribal people are more backward. Scheduled Tribe population in Kerala constitutes 1.5 per cent of the total population. Wayanad district has the highest number of tribal is Kerala, followed by Idukki district. They were the original inhabitants and real owners of this land. Now due to variety of reasons, they were displaced from their original land. This may be either due to governmental initiative or from the encroachment of other communities. Instead of proper governance, the developmental initiatives of the government such as dams and wild life sanctuaries displaced them from their original land. The migration of other communities from outside the state adversely affect them. Whatever may be the reason, these communities in the district are facing many human right issues. The governance mechanism failed miserably to address this issue. The present article is an attempt to throws light on the afore said issues. - Reproduced |
