Summary, etc The Scheduled Caste Sub Plan and Tribal Sub Plan have achieved limited success towards fulfilling their objectives due to the underallocation of funds, diversion of SCSP and TSP funds towards general and notional schemes, and underutilisation of SCSP–TSP allocations. The shift in the sub-plan strategy in recent years from the policy-driven and budgeting for SCs–STs approach to scheme-based earmarking approach has diluted the intent of the sub-plan strategy and led only the incidental benefits flowing to the two social groups. The nodal ministries of social justice and empowerment and tribal affairs are required to play a more proactive role in ensuring the same. - Reproduced
